On January 7th 2022, a group of people hijacked the alleged Russian military radio station UVB-76. So they played songs ranging from Bad Apple to We Are Japanese Goblin to Gangnam Style.

UVB 76 is an old Soviet numbers station. It's not actively being used for military operations.
That "voice transmition" was just listing off names, and even if you think it means letters (like "alpha, romeo, echo", etc) the arrangement of letters wouldn't make any sense.
Also, us Russians are huge weebs, I bet nobody tuning in was annoyed.

Well it is obviously being used for something otherwise it wouldn't still be in use. The names not making sense is pretty normal as it is either coded language or adressing directly the people mentionned, in either case, we are not supposed to be able to make sense of it. Doesn't mean this is some super important, super secret stuff, it certainly isn't or it wouldn't be broadcast on the radio, but this whole thing has a purpose for someone.
And, weeb or not, I'm certain the people in charge of running this broadcast were pretty pissed. I like Touhou but if someone came to my workplace and started blasted Touhou songs, disturbing everyone's work, I wouldn't appreciate that.

This radio station is designed to transmit encrypted messages between government services or military enlistment offices. No soldier or ordinary person will be able to communicate with this radio station. This is completely absurd. It's like "calling area 51."
