In this case, I think Brouwer is using the fandango rhythm deliberately in quotation marks, so to speak: it's not only the references to Beethoven, Soler, Pasquini, and Scriabin that make this a sonata of memories, but the use of old genres such as fandango, sonata, and toccata.
