There is no necessity to tell shop keeper how you are paying. It is a feature given by RBI. If the shopkeeper denies then you can directly complain to RBI
For those who are looking for answers, it's available for only BharatPe QR codes as of now. When you scan you get an option to choose payment type. There you can select credit card as option. Its not available for other QR codes like GPay or phonepe or Paytm.

The policy that needs to be changed is for the banks to stop giving cashback on credit card payment and stop charging shopkeepers for that payment. infact I believe that credit card owners should be charged by banks for using it on UPI. Try Kiya tha GPay pe. Hota nahi hai. Merchant payments ke liye most of time option hi nahi aati hai. Recharge ho jata hai. Aap pura procedure dikha dijiye kindly.
When you swipe and pay through machine, Shop have to pay 1-2% commissions to the cards company (Visa & Mastercard). So, they ask for it from the customer. When you pay throw UPI then, the shop doesn't have to pay any kind of commission on transaction. So no extra money is asked. It's not unethical. You are using a cashless card service then you should bear the cost of it. In the case of UPI government bear that cost on your behalf.
It is unethical as per rbi also, the shopkeeper is generating more sales due to e money, the shopkeeper is the one making the profit, so why should customer bear any added charge

But the shopkeeper has very simple point, "sir, it's you who is paying throw card, it's you who is using cashless card service then it should be you who pay 1% extra amount for this transaction. Else feel free to pay us through Cash, UPI or Online banking. And make sense. I don't think, RBI can dictate ethical/unethical practices. It's either legal or illegal, if RBI feels customer is being looted some how, they immediately come in action & next day they make rule. Rule by gov to protect customers from restaurant's Service Charge. Second point, would you accept 1-2% cut in your salary just because you are recieve it online & it makes the process easy?? If your ans is no, then why a shopkeeper should loose its 1-2% income from you just because you are paying through card??

But they have charged 2000 in July 2023 and again 2000 in August 2023. When I enquired they mentioned last year charge and this year changes. I closed the balance due amount in August 27th. Save me with this illogical charges. Except your quick response.

Not all shops can pay by scanning, some limited merchants can pay by credit card.
