I wouldn't say they were close. Phil and Grant were only involved, because it was Phil that burnt the car lot down, so Phil and Grant didn't want Richard involved, because they knew how sneaky and cunning he was. Like Phil said "you don't grass up mates".
It's only a saying, frank was never there mate. Phil just said that, because he didnt want anyone to know he was involved.
