I think it's meant to prevent people from being overworked and dropping out of the school. It creates weaker chefs overall, but pretty much everyone who has capitulated has passed their exams in the new regime. The old ways the shitty chefs were kicked out left and right, but now even the most average chef has a chance to pass so long as they follow the recipes.
