my videos take a long time because of all the research to get as much information as i can and FOI requests take time. I'm waiting of the results from a FOI request's and then ill be making more video's i don't want to just go and look for a reaction.

I know that we only had your video to judge this on, but if you were just putting leaflets on cars to advertise a car wash or a local takeaway, why would they approach you in the first place? This feels like they must know what you are doing, or at least who you are. And first it's interference in your Freedom of Expression, and if my suspicion is true, then it's legally a conspiracy to deny you that Right. (If I remember correctly the legal definition is something like a situation involving more than four people).

On this basis then traffic wardens are guilty tampering with vehicles when they put a ticket on, ridiculous.
Tampering with a motor vehicle is an offence when the vehicle is in motion, the only other offence is causing criminal damage or theft, placing leaflets is neither.
Could be interesting to try to get a traffic warden convicted. If they were, happy days, and if they weren't then that's good too as it establishes case law to help situations like this guy faces for his leaflets.

We need to get public control of our police service which we pay for it’s not acceptable that they get to abuse us without being scrutinised by us.
They can't detain unless you are being searched, they are not allowed to detain you to make further investigation unless they have reasonable grounds for the stop and search, usually for extra investigation it would be to arrest you.

Article 10 of the human rights act allows us to gather and impart information. As soon as they never answered you was being detained. Then you can LEAVE. If they stop you then that would be unlawful. You would have a claim.

Tampering with a Motor Vehicle is doing anything to it which could effect it's handling, like cutting the brake line, letting down a tyre, etc. Putting a leaflet under a wiper is in no way tampering.
The only offence here could be libel, from what is on the leaflets. But it is only libel if it is not true.

Then it's a question of how much compensation you want if any. Defending a technical assault with only as much force as needed, would devolve into getting beaten/assaulted physically and putting in a massive claim against multiple criminals. In theory...
What's with the whole not under arrest but instead detained.
I suspect that detained is a commercial term for customs, custody, custodial trust actions etc.
Meaning that, maybe, if someone agrees that they have been detained, they have entered and submitted into the police officers commercial jurisdiction.
I am pretty sure if for some reason I happened to be "detained" for some questions, I'm going to walk away immediately, until they assault, or say it's an arrest.
I haven't looked up that word. But my spidey senses are telling me, that detained is one of their corpratist tricks to get joinder on the beneficiary account(minor estate).

Detained is mandatory, ---"asked" is just a request, if he wasnt getting great footage about the issues he was discussing , he could have walked away, but they fell into his trap. I'm betting if he'd forced them to say "not detained ",he would still interrogate them , until they slunk away......

Think it's time that someone opened a law school , for us brit's, so we have this kind of info from a young age, time to play them at their own game, don't fall for their lie's and rubbish. Learn these laws, and protect yourself .
These clips by auditors are doing a great job of educating us, and of course we can cross reference what is said (PACE codes etc )on Google, or even books on law from the library. The information by auditors is normally quite accurate as they can tweak mistakes on editing , whereas coppers on film can blurt out any old rubbish in the heat of the moment when they are fuddled, or just be deceptive like the two Doris's here on camera .

In your intro you say "you don't get to choose" - that's true if you specifically meant the police, but "you" as in everyone, not quite true. Usually a CPS decision with a recommendation from the police with the file that's passed from one to the other, but there is also private prosecutions available for any member of the public to do.

If they don’t reply with yes we are detaining you, I would be walking away with nothing further to say to them, tell them any further un warranted interaction is going to be considered as anti social behaviour and will be reported as such, we should not have to be harassed by anyone including costume wearing abusers.
The police cannot ask or force you to leave until the owner of the property has asked you to leave and then they may assist to eject you using reasonable force, if necessary. When they do assist, it is to prevent a breach of the peace, and they do so as a normal member of the public.

How does one get a leaflet?
sorry, NO complaint statement, or a retraction, usually means no prosecution for lack of evidence! So if they don't want to complain ie make that statement, No evidence ,how do you arrest without evidence.
Otherwise: Section 5 of the Public Order Act 1986 states that a person can be guilty of an offense if they display threatening or abusive writing, signs, or other visible representations within the sight or hearing of someone who may be caused harassment, alarm, or distress. This includes using threatening or abusive words or behavior, or disorderly behavior. The offense can be committed in a public or private place, except if the words or behavior are used, or the representation is displayed, by someone inside a dwelling and the other person is also inside a dwelling.
Section 18 of the Public Order Act 1986 states that a person can be guilty of an offense if they display written material that is threatening, abusive, or insulting, with the intent to stir up racial hatred or if racial hatred is likely to be stirred up by the display.

If they have suspicion of an offense they can detain you to clear up the situation or arrest if necessary AND USE FORCE!
Just to correct you the Police can and do prosecute some minor offences under the Prosecution of Offences Act 1985 without the involvement of the CPS. However in this video it’s difficult to see that any offence is being committed. At a real stretch maybe littering under Section 87 of the Environmental Protection Act 1990? Other than the possibility of it being aggravated trespass as you said the only other possible offence could be the common law offence of outraging public decency if the leaflet contained anything lewd or obscene. The reality is he could be leaving himself open to civil action for trespass or for liable and slander. Yet again plod who are clueless about the law.
Everything on the leaflet was recorded and would have to be played in a court of law, the police and CPS know it to. They tried 2mtwice before, begging me in court to plead guilty to one offence, asking me if people say they are sorry for what they done will you except a restraining order to stop the truth coming out. True story
