@@savage7882 so... 0? Imperium doesn't use universal conscription apart from Cadia and around a dozen other fortress worlds. Out of over a million populated planets. Because 1)single Hive World produces more volunteers then you'd ever need; 2)you still need to arm, train, transport and feed them. Bottleneck of IG is Imperial Navy. Who cares if you have collected a quintillion conscripts, if you can only transport a few divisions(we're talking about around 100-200k people at max) at once?

As someone who recently played a bunch of Cold Waters, seeing that ridiculous armada of Udaloys would make a Sea Wolf commander begin to uncontrollably salivate.
