I would think that if you omittted the first step (i.e.where you applied the water spot remover) and solely polished the panel you would have achieved virtually the same result?
No,You need something to dissolve the minerals before polishing. Polishing alone does not remove water spots completely.
If we have a professionally coated car that can only be removed through wet sanding, do you think this is an acceptable method to get off caked water spots without completely removing the coat? I figure the pad won't be aggressive enough to remove the coat, but aggressive enough to remove the spots
100% sometimes depending on how “fresh” the water spot is on the surface it could be removed with just the water spot remover. Always try the least aggressive approach and see what results you get before moving on to the next more Aggressive step.

You would never get time to do all these steps and actually go out.
To my knowledge there are no minerals in rainwater. Water spots are usually created from household water which contains minerals.
Do you know how long those spots had been there?
