Yes, that's Cooper Howard, now The Ghoul. Ghoul's aren't zombies, they're living humans who - instead of dying from radiation - were mutated. Feral ghouls are different; don't mess with feral ghouls.

In the Fallout Universe they didn't invent the transistor and semiconductor until "recently", instead they focused on nuclear energy. They even developed nuclear powered cars. There was no real advancements in Computers until much later and that was mostly military applications. That's why their computer terminals look ancient but they have access to their wrist-mounted computers.
Instead of advancing culture it basically locked in with the 60's and 70's with the clothes, music and other cultural designs.
The Wrist-mounted computer is called a Pip-boy and InGame it's where you have your map, your questlog, you change your gear, you can add waypoints to help you travel, etc.
The bombs dropped in October 2077. In the games you will see how all clocks stopped at that point and all calendars will show
The Nukes that dropped were mostly tactical, small loads compared to the ones the US dropped over Japan.
Whatever happened to the rest of the world is never really elaborated, there are some mentions in passing but it's not looking good for either continent. At the time, the US was at war with China for the last remaining resources on earth. The Chinese developed stealth suites that render someone almost invisible to the eye while the US developed the Power armor.
The last Fallout game (Fallout 76, the multiplayer game, takes place some 25 years after the bombs drop I think) Fallout 4 takes place just a few years before the show, so the show is fully new story but takes place in the Fallout Universe.
If you play 76, the Chinese Stealth Suit is really handy. It's decently armoured *and* will resist all radiation, even in a nuked zone, plus it makes you practically invisible to feral ghouls.
Someone drops a nuke on Morgantown and you can harvest flux materials for days, even from the ghouls. :)

If you ever wonder "is that a reference to the games?" then the answer is Yes, yes it is.
There are SO MANY references. Everything from the walls in the Vaults, the guns they used, the vault-suits, how the Vault doors moved, the Power Armor suits and everything you see in the background is based on objects you find in the games.
Yeah, all the set dressing is spot on. All the appliances, the camera, the weapons, the food, the branding on signs... flawless
The show is based on the games so thats pretty much the point. The loyal dog is based on the games, Stimpacks are based on the game, Fusion Core are based on the games. The end scene with New Vegas is based on the games. Ghouls needing some chem to stay sane is not from the games and its dumb they've implied that in the show.
The whole show is a reference, considering this show is canon to the universe of the games.

Fun fact. People actually wouldn't have to stay in a shelter very long. A bomb is not the same as a reactor melting down and radiation levels would be relatively safe after about two weeks. Though you would want to quickly move away from where any bombs hit.
No the people in vaults were not the rich. They were mostly middle class. And being in a vault was usually not a good thing.
if you ever do a gaming livestream you should definitely do fallout
3 or New Vegas. Anything after is too buggy to fuck with.

@@MontgomeryWenis I started with New Vegas, went to 4 and played 3 after that. They are all buggy af if you play the original release, but for streamability, 4 is the best option.
Man this show is going to be crazy but entertaining to watch with you and the community 😄 I hope no one spoils the show as it carries some heavy moments that people tend to spoil the surprise. So best of luck onward in this show and bring some popcorn as this show is movie quality to bring a snack to.

•Lucy is played by the same one who voiced Jinx from Arcane
•The Ghoul’s Actor is the same who played as Cecil from Invincible series
•The guy who gotten killed by coffin toss is the same actor who played Buba from Forrest Gump
•The lady who played Betty is Blind Al from Deadpool movies
The brotherhood are not the good guys but their not necessarily always the bad guys ether, it’s complicated.

As far as we know, the rest of the world is also fucked. There are a few characters in the games that moved to America from other countries post-war. In Fallout 3, there's a character that moved to America from Ireland when he was a kid. And im pretty sure there was an Australian character in one of the older games.

fallout 3 is first shooter in the franchise, before the fallout games were more like diablo with guns

My wife and I just rewatched The 100. It's still pretty great until season 6. Season 6 and 7 are pretty dumb, at least we concluded that. Earlier seasons are well worth a rewatch.
Later seasons are what had me loose intrest

This show perfectly captures the vibes of the games and tells an original story within the fallout Universe. Also Ghouls are irradiated humans, a lot of whom were alive before the bombs dropped and the radiation has prevented their aging, however their minds can still deteriorate over time and they can go feral, where they essentially act like zombies
They were trying to show that somehow it clearly WAS the same guy. That's why he repeated the line: "We cowboys just take it as it comes."
