Ok guys, update, now if u hover over library u will not see tools, so what you wanna do is go to ur library and over on the side there is a bar that probably says "GAMES", so click that and check off tools too, now go to the search bar and type "steam" and u will see steam vr somewhere there, so then just click it and go to install or download. Hope this helps you guys!

What country are you from because when I was trying to download steam vr it didnt let me be use it doesnt allow me to download it because of my region/country, I'm from the UK
This was useful and all, by why such a low resolution on a video from 2017? Windows 10 will allow you to record in FHD up to 60fps with their gaming recorder.
Likely it was an output issue not a recording issue when I edited the video. I think I probably had it low res for outputting drafts and forgot to change it back. Annoying, I hadn't actually noticed until now.

Hey im trying to set up my Occulus rift and when i start steamVR it says A key component of SteamVR isnt working properly it is error 306. I have everything set up and my occulus home pops up ive played other games ive bought off of occulus home but for some reason this one wont work. it shows my headset is connected and 1 of my sensors but the sensor isnt green andno icon at all for my controllers. but on occulus home it shows that they are all connected and they work.

Not inside of Oculus home. But when SteamVR is running, one of your controllers will open Oculus Home with the menu button, and the other will open SteamVR

Which part of this is outdated that caused you to run into issues? We have found these steps still work. But perhaps we are taking some domain knowledge for granted here.
The location of Steam VR changed since there was an update which changed the library. You now have to search for Steam VR in your games, there‘s no other way which isn‘t shown in this video.

Try holding your headset and controllers up where they can be seen from both lighthouses. A few things to note: - If you don't have the syncing cable plugged in, press the button on the sensors so one is channel B and the other is C. - If you do have the syncing cable plugged in, make sure they are channels A and B. - If you headset is still it may not pick up the lighthouses, so move it slightly. - It can help to have the controllers on.

To ensure this video was not a waste of your time, I edited out any point where I said something I had to re-state, and sped up the video any time the computer took a long time to load when I had nothing to say. It sounds like I cut out me saying "or at any point in time, even when SteamVR is running ... we can go to our search bar and just type in ..."
It allows you to run apps and games built using OpenVR. Some games can only be run this way, and it gives you access to many that would otherwise be built for one headset. It basicly means developers can build their games / apps for many headsets at once without having to put in more effect. Which means more apps will work for everyone.
Under library it only says home collections and downloads

No. My library gives me only 'home, collection's, downloads'. No tool etc.
Just search for SteamVR in your library. It will appear, click on it and then it'll start downloading.

Yes, you will need to install the Vive drivers - hopefully you have had the chance to do this over the last month!
