I had the same issues, its because your controller is the 5th usb plugged in, you would have to unplug everything connected and plug your controller in 1st 2nd 3rd or 4th. Then plug in your mouse keyboard and everything else

If you have an external hard drive its kinda tricky unplugging that but be careful
