I would say she is waifu material, but I believe first and foremost she rightfully belongs to Makoto Naegi as he made it past the iron wall around her heart and honestly complements her perfectly. She is someone who needs to keep an iron mask to keep suspects or enemies from reading her through her emotions that could end up showing through her eyes and face. Especially the eyes as they're the windows of the soul for a reason.
Yet, Makoto is an open book and very open minded average guy with a heart of enduring hope, yes he has weak moments, but he never gives up on hope or his friends. He is perfect for Kyoko to see the good in people and finally have someone she can lower her guard around, just be Kyoko the girl/woman and not Kyoko the detective 24/7.
