I figured out the going down the stairs backward thing a year ago when I was put in a hotel room on the second floor with a staircase that only had a rail on the right side (my left side is my affected side)
I didn’t have a stroke but I did get I’m a motorcycle accident last year and live in a second story apartment, the top floor is also like 17 steps I’m pretty sure I looked for this so it’s not so hard on ma, cause we were shown how to use the shower chair to get up and down the stairs before I was discharged from the ER or rehab facility or where ever I was at the time. But I have to be stood up, have the chair moved one step(up or down),then I sit back down. But it’s a two person assisted job, one person to help me stand and another to move the chair. Anyone got any other good suggestions for how to get up and down?

Hard to understand why the weak leg goes down first (if it goes first down the stairs, wont you fall because youre placing all your weight on the weak leg and stabilizing the STRONG SIDE with a cane...shouldnt you be stabilizing your weak side??? You would think the stong leg would always go first so you dont fall!!) and why the cane is on the strong side when the weak side is the side that needs stability.
I taught my patient to move the cane first, then weak side and LASTLY the strong side cause we need the strong one to support the person. 3 simple steps: 1. Cane 2. Weak 3. Strong
that depends, some having weak leg unable to support the person. some hypertoned(like stiffening) able to support the person so the good side goes first.

What if theres no railing. I'm finding more stairs around without railings and I'm by myself, my balance isn't very good.

How to climb stairs with no railing on strong side railing is on weak side.
That cane is way too short for you, it's not at your greater trochanter or wrist....plust elbow flexion is not at 20 to 30 degrees, its straight...
