They aren't this bad, I am playing it now on pc, the square tires and shitty graphics are due to a setting in the pre game options setup that needs to be unchecked, because I had this problem as well.

Had the graphics of a late ps1 game, but when it came out you shouldn't
have had high hopes for graphics because it clearly said in the description that the graphics are 'a little below par for this gen.'
