The BBC control the licence the Big Finish use. So if the people at the BBC say John Barrowman can't be part of Torchwood anymore. those are the rules Big Finish have abide by. And no amount of jumping up and down at Big Finish is going to change that. It would have be the BBC

You're right, it's so much better. Much nicer to have a talented, charismatic lead like Tracy-Ann Oberman than someone as flat and unconvincing as Barrowman.
