It is a new story. It takes place 9 years after Fallout 4 in the timeline. If you rewatch the trailer, you will catch the NCR. NCR are there and still fighting the Brotherhood. Although it seems the shoe is on the other foot this time. New Vegas the Brotherhood Vegas was small and hiding in a bunker while the NCR had alot. This time the Brotherhood has the numbers and the NCR maybe not as much anymore.
Ella Purnell is also voices Jinx in Arcane. She needs a minigun and a Fat Man launcher haha. Generally every Fallout story begins in a different vault and is a independent story that is mostly local in focus. There will often be tie-ins to the larger narrative but usually it is more of background detail rather than a central part of what is happening in the story.
It takes place 16 years after New Vegas and 9 years after Fallout 4. The hip looks like from Fallout 4, maybe it is reinforcement from the east cost tobwest cost brotherhood. And there is a shot of NCR soilders (they are from Fallout 2 and New Vegas) attacking Brotherhood. The story was not the best selling point in 4, it was actually much better in New Vegas.
It's a few months after fallout 4 (AFAIK anyway) But the location is the same as Fallout 1, but later obviously. The presenter/ghoul is a famous actor in the game series. You can see movie posters of his in Fallout 3 etc.. if I remember correctly. So it seems people in the TV series are from the actual games. The creature coming out from the water is a mutated Axolotl. It isn't in the games, but do exist as concept art for Fallout 3 (it is a real creature from Mexico I believe. Check it out on Google, but it definitely looks very similar to that one. And yes, the name of the Mexican creature is "Axolotl")
