The Fremen and Paul become way worse than the Harkonnen in the following books. Also Paul's son becomes a tyrant but allegedly he does it to save humanity.
Paul atridies and his alliance with freman and it's legacy is more evil then combined evil of bene gesirit, harkonenns and emperor and sardukar. Thats the point of story of dune. Paul atridies and his legacy is real villian and antagonists of dune
Aren't Paul and the Fremen being manipulated by the Bene Gessrit? I wouldn't call the Emperor, the Sardukar, the Fremen or the Atreides EVIL, although I'd call them all darker shades of grey, I'm not sure if you can get more evil than the Harkonnens. The Bene Gessrit as an organization are evil, probably the most evil, since they shaped the other factions to be as they are, but they have members that are varying shades of grey (which the more evil and cunning members manipulate . . .), so it's hard to say who is the most evil . . .
