1 more services to turn off is the windows search - the index thing is generaly useless but tryes to tag all of your data to make it easyer to find. If you ever want to search for a specific file use total commander search and that's it.
I dont have a single app on my device, but as soon as I start it up it goes immediately to 100%. I have 3 drives, (1 being an ssd) and my model is a Dell xps 8940. I reinstalled windows and cleared everything, (it took all day) then I got dell to replace my drives, but as soon as the drives are done installing I just get the issue again. I have no Idea what to do anymore as I've been with support at least 15 times this week.
Just imagine: Buying a computer and for every optional system, some labelled recommended, you can just choose to turn them on or off. Another thing, you can use the Task Manager and anything that is 100% optional would have an indicator for being able to End Task or whatever. So far, I'm happy.

Sounds good... but its not changing my second disks usage... i have ssd and HD my HD is where i download my games to and its constantly at 100percent usage when i try to install games so it freezes about 30 seconds in ..

Glad I could help. If your pc is restarting on its own, it might be due for a cleaning. remove dust on fan vents and if you can open it up and clean the dust off (make sure its not plugged in if you do that)
Could 100% disc usage also be caused by a hardware issue with hdd? My laptop experienced minor water damage and has ran slow ever since. I have upgraded the ram from 4gb to 16gb but it still runs slow when trying to open apps like google. Ram is the only thing i have upgraded and everything else is factory default.

malware bytes will run a full scan and check for updates [and update] everytime you turn your PC on.. this will bring your PC usage up until it finishes.
After restarting for like the 5th time and doing everything I could from watching multiple videos nothing has changed. Avast software analyzer in the task manager is currently causing my disk to be 100%. I have not changed anything to cause this , everything was fine a few days ago. If I open anything , I mean anything it sky rockets . I think it's malware at this point but I'm just using free versions of malwarebytes and avast. I've done scans but there's 0 detections.

Windows Search was using 100% disk on the wife's computer so had to disable that as well, seriously contemplating going to Linux and never messing with this dumpsterfire OS ever again

turn on your pc and let it sit there for a good 30 minutes before doing anything.. let all the background updates do there thing and then go in and shut em all off

Did not fix the issue for me and tried all the suggestions made. Anything else you would recommend here? 100% disk usage only seems to be happening when initially loading apps or constantly when downloading from Steam (for example). Feel like I have tried everything at this point, thinking it is an issue with my SATA port. I even bought a new SSD to check it was not hardware and the issue persists.
if you reinstalled windows after formatting your hard drive and still have 100% disk usage you have a hardware problem somewhere. Either the hard drive itself or a memory stick.

running tests on your hardware is the best option for you. once you locate the issue you can replace the part.
