This is very interesting I loved the series as little kid. It was like Pre Harry Potter before Harry Potter. I remember that they always talked about this. I thought it might have been a race issue for me but you never know.
Possible reasons this was cut: Just to streamline the story. Also, "jitterbug" was a very current, familiar, and popular music style then, and would take away from the "once-upon-a-time" storybook atmosphere. Also, it's lively and jolly, at a time when the characters should be terrified, so it hardly served the mood of the scene. Just some theories about it.
You're not taking into account the very vaudevillian patois of Dorothy's friends, especially the Lion; to a lot of critics in 1939, that clashed badly with the fairy tale atmosphere.
People were jitterbugging in the 1940's, 1950's and 1960's. People still Jitterbug today! The Jitterbug number involved square dancing, tap dancing and other dance movies that people still do today. This number was needed to lighten the mood. When they meet The Wizard of Oz for the first time, they are all frightened! They are frightened when The Wicked Witch of the West flies over the Emerald City. Dorothy, the Scarecrow and the Tinman are frightened when the Wicked Witch of the West appears on top of the Timan's cabin. Dorothy Gale portrayed brilliantly by a then sixteen-year-old legendary, adorable, very pretty, and extremely talented singer, actress dancer, entertainer and performer Judy Garland and the munchkins are terrified when the Wicked Witch of the West bursts into Munchkin land! Glinda, the Good Witch of the North portrayed perfectly by the beautiful and extremely talented actress Billie Burke and Toto portrayed by the adorable female brindle Cairn Terrier named Terry are the only two who aren't afraid of the Wicked Witch of the West portrayed perfectly by character actress Margaret Hamilton!
