This isn't true. Enma raised his AP, but that's it. All of Zoro's speed, reaction, skills, raw strength, and endurance would've been the same on WCI. The only thing far weaker would be his lethality.
I don’t think Zoro would listen this time and go all out Sanji wouldn’t have time to react and should get cut so Sanji would counter by using Diablo jaumbia and blocking attacks from Zoro but as we know Zoro is stronger and Zoro would slowly cut down Sanji not killing him but disabling him from hurting luffy
The only difference between rooftop Zoro and Dressrosa Zoro is Enma, which both buffed and nerfed him. Rooftop Zoro is probably stronger than Luffy until Luffy gets ACoC since he actually has better feats.

Durability is close either way, remember that in Thriller Bark Zoro took all of Luffy's pain + his existing pain. Luffy's endurance was a problem in Dressrosa, 10mins of G4 is not exactly great. Although I ofc admit G4 Luffy >> Dressrosa Zoro, Zoro > non-G4 Luffy. Luffy has speed on Zoro thanks to G2/4. But otherwise it's close/Zoro probably takes. Also, unless you think Doffy > Killer, Zoro was stronger than Doffy before Enma (and even without 3 swords).
