Those cobwebby things are bagworms, which mature into a moth that feeds on trees and can cause quite a lot of damage. We have them on our side of the pond as well.

@@BUSHCRAFTTOOLS im not sure if those are the same species we have here"Portugal" but those are poisonous "caterpillars" you will get super itchy if any of their pop,pop dust/hairs touch your skin, and if you touch them directly wherever the hairs touch the skin it will get swollen and might hurt and ofc itchy as well. they are hazardous for animals, dogs, cats etcc.. sometimes die because they get their air ways swollen and cant breathe,so we normally place tape around pine tress so they cant climb it to make the nests, also before that we place traps with the pheromones so the moths go there before placing any eggs were they shouldn't.

Those are caterpillar cacoons. In the states it's moths. The gypsy moth kills woodlands.

Those web things are the homes of web worms (even though they are caterpillars). The caterpillar you saw turns into a moth.
