There are plenty of NSW local councils which are riddled with party politics. Many local councillors belong to one of the major parties and use the council as a stepping stone into state and federal politics.
The comment regarding not having parties in local government doesn't go for all states, "Team Adelaide" are a conversative group who hold majority within the Adelaide City Council
Meanwhile at Brisbane City Council... being the largest local government by population and with the largest budget of over $3 billion... they run Brisbane’s public transport system and infrastructure (buses and ferries), build and do major works and build a lot of bridges and tunnels lol. And very very heavily involved in party politics

I believe he did preface that bit by saying that parties aren't a big feature of local government in WA specifically.
