You sure the first alert wasn't the construction sign on the left? I've never heard one of them use KA, but I know they have radars in them for monitoring traffic speed, and the signal seemed to drop out the moment you went past it / the moment there was a semi between you and it.

It could have been, but like you, I've never heard of one using Ka-band.
