Actually, Silver Bullets are the best ammo in the Genocide Route as soon as you get them, because they not only deal the same damage as F. Pellets during the Steamworks (LV12) assuming every shot is perfectly aimed, but they even surpass the pellets' damage at Zenith Martlet (LV19), since their damage increases by 25% of your primary attack (without any equipment) if you fire a perfect last shot, so 6 perfect shots with the Silver Bullets would deal more than even the weapon with AT 11! (Though they also decrease damage by 50% if the last shot wasn't perfect. At least the Silver Bullets are easier to aim with :p)
past level 12, silver ammo actually outperforms friendliness pellets. so i knew instantly that it wasnt flowey cuz. i didnt use friendliness pellets. i used silver ammo
