If customers do find it important to have certain guarantees over the products or services they buy, then profit seeking entrepreneurs will provide that -- for a certain price. If the person prefers the guarantee over the extra money spent, that's what they'll choose. But really, if you're concerned about waste and free-riding, we really need to focus on the biggest, favor/goody-handing institution there is; where corruption is ripe and customer satisfaction isn't exactly primary -- government.
