Where can I purchase the vented Y that connects to downsprouts?

You can get it at Lowe’s, or plumbing supplies in your area. All need is downspout adapter, wye, clean out adapter and 90

question,why most of these backyard didnt have like city drainage storm water outlet but rather redistribute the rain water on the backyard of the home?..do all american homes/area are built like this?..there's no flow to the city drainage/outer drainage outlet i mean..

Would consider city storm drainage highly unusual and not sure if it would be allowable to even connect to it
