when i was a kid i invented lore for the faeries, such as the fire faeries ask for clothes because they keep accidentally burning theirs, and water faeries can fly, but underwater, so sea animals see them swimming and perceive them as flying beings.

I have to imagine Illusen stays on the Earth because she would be cut off from nature inside a city in the sky; in elemental alchemy the Earth is considered a "stage" where all the other elements interact (including Air), so in the clouds she would only be in contact with one facet of nature, but on solid ground she can easily be in contact with all of them. Celestial spirits are also usually ordained differently in mythology, not just the obvious implication of being above but also somehow cut off or "other" from the world. The faeries in Neopets seem to be a combination the Light Elves in Norse myth, which existed in Aelfheim in a layer (or several) above Midgard, and the Celtic folklore nature spirits we get the word "fairy" from: Illusen might represent something closer to the latter, the beneficial or neutral Seelie court type, while the Dark faerie represent both the Dark Elves and the Unseelie court fairies. Even the "good" fairies in Neopets act similar to the Seelie courts, being rarely seriously harmful but still requiring something in exchange when they ARE helpful, or even tricking and scamming people (mostly the players). Symbolically speaking Illusen choosing to live on the Earth (a place between the light sky and the dark underground) could represent her keeping an eye on Jhudora, although she was physically in the sky at the time. From what I can tell she lives in a bluff now, so it eventually came true that she lives inside a mountain (still "above" mortals but trapped within stone, more Dark Elf/earth spirit influence possibly). Then we get to the part of the Faerieland being brought down to the Earth. This means they are all now (whether they like it or not) in contact with all the laws of nature. At least colloquially, everything that comes up, must go down. Illusen, being more in contact with nature by her role as a wilderness spirit realized this natural law before anyone else; it's possible she simply saw it coming that they couldn't live apart from the world forever, and chose to live in the wild rather than delay the inevitable from an ivory tower. This could also be why that one fairy wouldn't just use her wings to fly when she was being pursued in the Haunted Forest, their wings aren't big enough to really carry them aloft, it works by magic and symbolically she was "tied down" to the Earth in this dark place, forced to obey natural laws that don't exist in Fairyland. Now presumably Illusen is centuries ahead in her knowledge of nature that the other fairies are probably going to need now that they can't live in the sky. Remember that one fairy The Neopets team could be setting her up as a prophet-type figure in the mythology (ahead of the times and rejected for her views, but eventually accepted as a teacher). ...if for some reason you read this far, keep in mind none of this is reliable mythological information, I just thought the bigger the wall of text the funnier the bit would be.
This might be why Illusen is implied to be more powerful than the average faerie, because plenty of earth faeries used to live in cloud-Faerieland. I'm pretty sure the earth faerie who runs the food shop, for example, also ran it in the sky.

The best part about Neopets was the world building and lore.. I always wished more than anything they would make a sequel to the PS2 game. It was the first video game that I ever played and going into the world of Neopia was an unforgettable nostalgic moment.
