Yes, I looked up the play-by-play diagrams from Colonel Hai, and I find that the blue tank mysteriously moved from 7,7 to 9,7 in the diagram, though the move is not written in the record. Apparently a mistake in the original list of moves.... so, in this position, the tank, for whatever reason is supposed to be on 9,7

If that piece is not the aircraft, the blue commander can escape
