I really love to study in finland, But i can not learn finnish in my country.
(Because there is no institution of learning finnish and getting b1 certificate)
Is there any way to complete finnish course directly in finland before I enter to vocational schools?
(For example getting visa permit to learn finnish)

At least you can study Finnish independently online, and maybe one day the situation will change, and Finnish language exams will be organized abroad. I have tried to find suitable Finnish language courses where one can study Finnish full-time and take a language test. I have not found a suitable course.
It would be much easier to study Swedish and take a language test abroad. In Finland, you can also study to become an engineer in Swedish. The selection is broader in Finnish.
