I believe what they mean by tempo tank is his 2 forms. His regular form with the shield then his nemesis form with no shield which forces him to engage close up. Changing the tempo of the fight so I wouldn’t call it a random name.
Tempo just means taking/maintaining the advantage. He changes forms depending on the situation. Thinking maybe flats doesn't understand the meaning. P.s. it's a term commonly used in card games.
