Homeowners usually bring these situations on themselves, by going with the cheap guy and also not wanting to pay for all the problems to be fixed properly.
The good contractors get undercut on price by the ones who hire illegal workers who have as much respect for building codes and best practices as they do for our immigration laws. I got out of the business after 35 years it just wasn't worth it any more, you have to bid jobs so low you'd make as much working at McDonald's. Now i make much more money working at an etailer.

Why bother sealing up that crawl space with the moisture barrier when the floor structure is going to fail? 🤔
