If it goes beyond that and the seller has ignored you or refused a refund, eBay will allow you to initiate an investigation. Go to “purchase history”, select the order you’ve not received, select “more actions” and then select“ item has not arrived” to initiate complaint/refund.
It's even more strange when you look at their feedback and there seems to be no negative feedback then suddenly, you have issues with them. It sounds to me like the seller was pissed at your offers and decided to waste your time by not shipping the item out.

He did print the label out but I guarantee he won’t ship it out for another week. Why do sellers do this? It’s just going to hurt their business.
Had a company try to scam me in another way. Ordered an item, they sent the wrong thing. They wouldn’t send a return label. eBay eventually made one and charged them. I mailed it that day. Come to find out they refused the package and told eBay they didn’t get it so they don’t have to refund. Took 3 months to get my money back.
I paid $80 Buy it Now for some Nike sneakers, contacted them to confirm. No response at all. After 3 days of no response. I asked to cancel the item so I can look elsewhere. I paid on Monday, it's not like I paid on Friday and have to wait possibly til Monday. This was during the business days week -- so I'm noticing Scammers will take the money, use it and then prob wait for a chargeback but that takes a month or more -___-

Because if so, you can go to the help option on eBay and you can report that your item never arrived, and then the seller will have 3 business days to reply to you, and if they don’t respond, you’ll get an option to have eBay to step in and then they’ll automatically refund you

I’m about to go through the same process next week. What I’ve researched is to wait until the day after your estimated delivery date to report a missing item. Wait 4 days (seller has to prove it shipped). After that, and nothing happens, escalate the case and eBay will step in.

Ebay does not give the seller the money until either the buyer confirms it was received, or the seller can provide tracking information that shows it was delivered. You have 30 days from the delivery date posted on the item you order. Read the information the site provide, don't find some random youtube video and ask for help. This kid just wanted to call a bad seller a scammer, when that was not the case
