I think when he said they had used previous recordings for his voice, along with telling folks that it was indeed just a tease, indicates that he is not actually in the movie, or at least that he never shot any actual new scenes. This is not like Kit Harington having to lie about Jon Snow coming back to life. Ian McDiarmid almost certainly has not filmed anything new for this movie, it’s probably a gimmick and anything featuring his character will be from stock. Sorry!
Ian McDiarmid should've won an oscar for his portrayal of the Chancellor/Emperor. I can't imagine anyone else playing this part, I love him in this role.

As realistic and awesome Thanos is, the emperor is still one of the biggest villains of all time even if he isn't that complex, he is just the embodiment of evil.

I doubt he would say that if it was mostly true and it'd be kind of a spoiler, and he couldn't just say to expect a lot of Palpatine (which would be a leak if true, and a bad surprise if not. But underpromising would be a good surprise).
