When the nexus of bhutto and yahya refused to transfer power, east Pakistan erupted in fury, but the rapes and killings had been going on for about a year even before the '70 elections by the awaami league goons and indian/mukti bahini terrorists. When tikka khan started the operation and quelled the insurgency, bhutto back in the west wing started his bullshit about military overhandedness (although it was his "udhar tum idhar hum" and "jo dhaka jaey gaa uss ki taangain torr dain gay" that had brought the situation to this point). Yahya called tikka back and sent this clown instead.
There is no surrender for Muslims on the battlefield.

AAK Niazi did the right thing to surrender. The Pakistani army in East Pakistan could not win at any cost. India had started military operations in East Pakistan by March 1971 and when Pakistan officially declared war in December 1971 the decision was already made.
