Either way will work, short rows can be added at any point wherever you need extra depth. I’m sorry I can’t help you with the math on much to add because I myself am very unshapely. Best of luck!
Unsure which pattern you are working, is the cast on done before the collar is worked or do you go back and pick up stitches there afterwards to knit the collar? If adding the collar afterwards you can work it with fewer stitches or a smaller needle. Perhaps pick up the required number of stitches, then do a decrease round before starting the ribbing. Another way to tighten up a neckline and add a bit of structure is to work a crochet chain around the inside of the sweater at the bottom of the ribbing. The crochet chain isn’t stretchy the way your knitting is at this point in the sweater, so it will hold firm. Especially if the sweater is heavy, this extra structure would be very helpful. If the cast on edge is the very top of the collar perhaps you might turn it into a roll down collar. Pick up stitches along the cast on edge, knit some more ribbing (or whatever stitch the collar is in) then fold it under and tack to the base of the collar. Hope this helps.

Can anyone tell me how I can fix my neck. Finished jumper but my cast on for neck is too loose and baggy. Any suggestions please 🙏
