The guy was cat calling. He was definitely black, his accent sounded Caribbean/Dutch Antilles. He said "seksuele" or "sensuele" right before "black" which basicly translates to sexual/sexy and sensual.
That may be what he said but my sister saw him & he definitely was not black.
