Your teacher was correct, you look at the age of the person if they are 65 years or younger they qualify for primary but if they are 65 year but younger than 75 they get primary and secondary, for 75 year old they get 3 rebates primary, secondary and tertiary

Tax rebates is the limit: below it, you pay tax but you don't pay tax above it. Tax threshold is not part of the tax calculation.

Tax threshold is a limit below which you do not pay tax. So anyone who earns below the tax threshold does not pay tax.
