What happens within the waiting period he tried to give more divorces ?

Then they take effect. During the iddah the woman is till a wife thats why they can reconcile. Except in the case when the man issues three talaqs. The woman still observes iddat but is forbidden from reconciling.

Is it Sunnah, permissible, to issue a second divorce before the idda is finished? I heard not. I heard each talaq, idda has to be completed, no concurrent.
