    You can do this in under 10 minutes using Photoshop to cut out your background, middle ground and foreground. Then import the psd file into After Effects with the layers preserved, hit the little cube button on each layer to add them into 3D space, and then use keyframes for the parallax.

      Thanks for your comment! Yes, this kind of work is often done in After Effects, though Blender is a free/open source program that everyone can access!

      That isnt really giving the same results. That is 2.5D and and you are only working whit 2d plains. It is very limited what you can do with perspective changes. If you rotate the camera too much the illusion brakes. Here 2D elements are "projected" to 3D elements and you can do much more elaborate movements inside the scene.
