This was because as you can see, there's a big problem with tourists harassing locals and the Geiko/maiko there. People were also wandering into private businesses and homes to snap pictures which I think anyone would be really sick of.This ban included everything; Maiko, geiko, people, buildings, anything you can think of. The fine consists of 100 dollars but personally I'm not sure how they've been enforcing it

this is a tourist area and open to the public and shops and hotels so they can take vehicles, snap photos and video down those specific areas, and some of those taxis cater to okiya. there are parts where only scooters/bikes are allowed and no cars and no tourists even tho some big headed outsiders sometimes wander in these prohibited places and then get ran out if caught.
