After flashing is "pass", YES it will take time on SAMSUNG logo but it will start after like five minutes or so, dont freak out 👍 Back to stock ROM after using Noble ROM for a month or two..
I have Note 9 which I don't want to give up. It's a N960W CANADIAN version, and since it's a Snapdragon I can't unlock the bootloader. So the million dollar question is do I need to have a phone ROOTED if I want to flash stock firmware from AT&T (N960U) instead of Bell (N960W)?

Estou tentando a mesma coisa e deu o mesmo problema que você. Acho que nas opções de desenvolvedor, além de habilitar a depuração USB, acho que precisa habilitar o desbloqueio de OEM.
tôi đang ở rom Lineage os. Muốn vào recovery mode: giữ Power + Volume up + Bixby. Hiện logo khởi động thì bỏ nút chỉ nhấn phím Volume down. Vậy là vào recovery mode, vào download mode từ đây chứ làm giống video không vào được Download mode😅
