Not really , Rocinha is a very organized, vibrant and well known community. They have NGO's, workshops, schools, everything. It is close to the "asphalt", as they call the rich normal areas. The dangerous places are far away from the southern touristic zone, with all the beaches and glamour. If you go deep into the north you will enter no-mans-land. It is like a war zone, where not even the police has the guts to wander. They have to use armored vehicles and choppers to get around. Druglords carry army weapons like AK47 and Colt rifles. If you ask for permission and have a guide they will let you in unharmed. Since drugs are the business core, the locals won't mess with costumers and tourists, or else they will face the fury from the boss of the hill. However if there is a police raid, you should run for your life. But it only happens when the governor wants to prove something (avoid electoral years).
