Hey guys, Jeremy here. So, it seems like Sturges can be assigned up to a certain point in the story. After a specific mission where he builds something big for you, he seems to lose the ability to be assigned. That seems to be what's happening.
Is this actually jeremy and btw in castle i have all the shops and more than the requirements for all those stats and crap but im stuck at 84 happiness sometimes 85 im concerned and i also heard you can buy a guard dog that helps happiness
+Dooley Noted Sanctuary seems to be a bad idea for that one all around, I've had the other named settlers glitch and become unassignable sometimes as well. It kind of balanced out for me with Codsworth being able to pick up some slack, but I took him out adventuring once and now he can't be assigned either.
+Dom Gonzales he didn't say it in the vid but the castle is also not the best for the achievement with the raido guy you can't tell what to do and shop keeper lady I hate so much for telling me the big protectron is my friend only to get my face blasted of by missiles form said protectron
IceFireMan73 It might be some weird bug that happened in his game. Prob some scripting conflict or whatever. Surprisingly for me on PC I haven't had any crashes or issues. I get some frame drops but that's just my computer showing its age. it hates smoke heavy areas. have to go into console commands and delete the stuff myself :P
After a certain point in my main story he stopped doing stuff. Can't assign him, can't move him, nothing. He's also still an essential character so I can't just kill him, get the achievement, and load back. It really blows because Sanctuary is the only settlement I focus on

+Goodnight Juliet essential tag is a drag I don't want to see it gone cuz bam turns out I needed that guy for a quest and I killed him 20 hours ago but I think they should lose the tag when everything that makes them essential is done also really angry at the fact that beth forces immortal npcs to be part of sanctuary and then gives you the ability to do absolutely nothing with them except very plan unmemorable quests or patting you on the back when you complete a main story quest
My favorite place to settle is the starlight drive in. Lott's of flat land for building, plenty of room for crops and a nice little pond for water purifiers.
you dont need that many people. i did it at sunset drive in. i placed 5 of the highest level clinics and manned them. the clinics were important as they give the highest amount of bonus happiness. and 6 mutfruit and had a woman do that (thats just a coincidence, not sexist) so i had 6 people there. you need a very high number of defence (i had 200 plus) and of course the basics like enough beds and water and stuff. the beds need to be under a roof. i absolutely plastered everything in paintings even though those might not be necesary (there is alot of inconsistent theories/opinions about that) i also found out that you need to make sure no noisy stuff is near the settlers including where they sleep and work. and i also read that a pool table and basketball hoop helps. jukeboxes and radios where they work may help too. at least it doesnt hurt. there is a random encounter where a guy sells you a dog. that dog adds bonus happiness too. but he might be very difficult to find. (im almost 300 hours in and never ever met the guy) and apparantly if you fast travel in or out of (maybe both) the settlement, the happiness may glitch. so if you go there walk away a couple hundred feet before you fast travel. and if you fast travel in, do it to a location nearby. and settlers are happy when you are around so stand around there to get a little bit of bonus happiness. it takes a very long time for it to go to maximum happiness, even if you have everything you need to get to max happyness. so be patient and read a book. also traveling away had the happiness shoot up a couple of times for me. so do that too. i hope this helps. because i want to save everyone alot of trouble with this bullshit bronze trophy (im on ps4)
I just got this trophy and I can 100% confirm you don't need 20 people for it, I did it in sanctuary with 17 people, 24 food, 32 water, 122 defence and 12 tier 3 shops (mostly clinics). I was stuck on 99 so I added like 10 TVs and paintings and that did the trick.
paddy mcg, Red Rocket, 6 people, 5 on max medic bays, 1 on 6 mutt-fruit, 100+ defence/water, LOTS OF PAINTINGS, time. Easy as taking out Kellogg, 2 shot kill with a pistol... Hope you see this after two years :D
You can have way more than 21 people. You can also use clothing to boost your Charisma and have even more settlers in your camp. The only person that you can't assign to anything in Sanctuary would be Mama Murphy.
Hahaha oh damn that really sucks I'm hanging between 85-87 once I assigned a good worker to run the shop and it dropped to 80? .-. Even tho my food wasn't red...
Awesome! This worked for me at level 63 at The Castle. I have 22 population, 24 food, 649 water, 23 bed and, 176 defense. I built enough Surgery Centers to add to the other stores that count towards happiness as he has stated here to total 16. Retasked settlers to the Surgery Centers and called everyone with the bell, hung out together for varying time lengths and slept for 24 hours 5 - 7-ish times. Overall real time was 4 - 6 hours to go from 83 happiness to 100 and get the Benevolent Leader achievement. I also "covered" the walls with paintings, flags, and signs. Seriously, a hella lot! Maybe over kill but I didn't want to spend a long time with this. Bottom line, Hunter's advise worked very well. Thanks dude!
I learned something that might help. it appears Codsworth doesn't have a plant working limit like humans. Humans can work on only 6 plants at a time but Codsworth can work on more. You have to assign him to a plant. Then assign him to another, than another, than another.. so far I have 27 food and I have one farmer and Codsworth (all food is mutfruit)
I think the bell thing helps because they have conversations with each other, and when they all stand at the bell its a big happiness boost from the conversations
Jeremy I recently found a way that you can actually decrease the building cap. It's pretty cool. Get as many weapons as you want, Drop them on the ground in the settlement then store them using the settlement creator. When you do this you trick the game into believing that you are removing items from the settlement thus freeing up space. You do this multiple times and watch the yellow bar decrease. I tried this on Xbox and PS4. It works for both. This let me build more statues, paintings, build up my defenses, and more shops while making my base as big and tall as I want it to be.
+Nathan Collier I was in the same boat, but randomly my settlers fell to like 52 happiness even though every resource was met. Probably what Jeremy was saying that you have to be at your settlement.

I did it in Oberland Station, only need 6 settlers, 7 beds and 5 med clinics. have 6 mut fruit for food about 60 defenses and 6-9 water and just sleep every time your happiness goes up and remember to never leave the settlement.
Iam doing this atm, I have the same stats except of a little higher defence. But it is taking forever to raise! Even If I sleep 3x24 hours nothing chances. Maybe 1+ after 20x24hour sleep. But it is raising! Ive tried it at the castle and Sanctuary for the whole day yesterday and at the castle it stopped at 90 and santuary at 94. I hope it will work at oberland..
Pretender Vault Yeah it takes forever, don't forget to place enough stuff to have it considered a large settlement. Otherwise you should be good, just remember sleep everytime it goes up and don't leave until its 100%
MrFuddyDuddy Sooo I had the same setup as you described it. I slept everytime or just waited a bit when it got up. I never left the settlement. BUT it now stopped at 85. The warning symbol is at happiness when I check oberland at the pipboy. I have placed many decorations and the size meter is yellow. I have no Idea what I did wrong. I have a little bit higher defence than you around 120.
Pretender Vault Are all your beds under some kind of roof? If you built structures like concrete do be aware that using the floor as a roof does not constitute as it being a roof and it will effect happiness. Once you make sure all beds are actually under what the game defines as a roof, maybe try putting an extra water source or 2 down. Other than that I don't know what you could do, I don't think they've changed how to get happiness up and how I described it is exactly how I ended up getting the achievement. Edit: Could be that they removed the happiness effect from the medical clinic, you could try replacing all of them with tier 3 bars, but I don't know if those impacted happiness anymore than clinics do.

That gross looking, mutated blueberry? Ewww...I didn't even think that would grow, much less that people would want to grow it."
So I just finished mine with: 12 settlers, 8 clinics(lvl3), 4 farmers. Used Red Rocket Truck Stop(Due to lack of space I built one big wooden premade house on the roof). Used the bell to call them and I'm not sure exactly, but I felt like looking at them one by one(and getting them to look back at me) seemed to speed up the process. I also talked to them(Whats new or whatever) and sold the spare water that accumulated(maybe doing business helped, I don't know). Took me around 3 hours, but thankfully AH has plenty of videos to watch on the side.
What? That's not why we call them mutts... it's from slang for a "stupid person"...it was originally to imply a "stupid dog", because it's not a pure breed, it's stupid...a "mutt"...which was shortened from "mutton head"...

3 things: 1. Sturges can be assigned. It might be a patch/console issue if he can't be. 2. Charisma from gear also counts. You can get a total of 5 extra charisma. 3 from Reginald's suit, and 2 from the Tilby hat. 3. All food are equal value. 1 settler can be assigned to 6 mutfruit trees, worth 6 food, or to 12 of any other fruit/vegetable, also worth 6 food.
+Stephen Rachuba gave him a better gun and put him on gaurd duty, told him to pick crops, heck i even relocated him to the castle.. it's just the xbone failing again for the umpteenth time XD
Helpful tips: Max out your settlement (preferably with decorations) before transferring from a level 2 clinic to a level 3 clinic. If you are at 90 happiness, start scrapping level 2 clinics for level 3. The happiness will go up quicker since a level 3 clinic brings in more happiness than a level 2 clinic. I just got this achievement today and I found this method works consistently.
You can both assign Sturges a job AND send him to a different settlement if you don't want him in Sanctuary. Also if the radio beacon is recruiting people a bit to slow for your liking, you can just send people from other settlements to the location you want them to live and work in. Random tip to make your settlement more unique: you can get a Beer Making Robot during a quest found in Goodneighbour for one of your settlements and buy a junkyard dog from a random encounter with a man called Gene (The dogs adds defence and possibly increases happiness).

+Lawlliets _ Any place with a lot of area to build things I guess. My main place is Castle, but I have a feeling it might be too small with the walls and all.
+Lawlliets _ As long as it's not Sanctuary or the Castle. They both have a settler that cannot be assigned to harvest food or run a shop. You can do it anywhere else, it makes no difference whatsoever. I personally did mine in Sanctuary because I put a lot of work into it before I figured out it wasn't the optimal place.
Assigning beds to people can help, also keep an eye on what people are doing, i had a couple of occasions where settlers would randomly stop working so my food went from 24 to 0, and another where people stopped working at the shops so i had to re-assign everyone. You don't need 20 people either, i did it with 16 in Sanctuary
+AngeloPro100 lol, I've spent the equivalent time trying to get this trophy as getting all the rest, they really screwed up with this one, first trophy to make me think that it's actually broken, I have more supplies than people on youtube who got it and mine still doesn't work, I bet I could directly copy and paste people's settlements and it still wouldn't pop, had to be broken
I love that Bethesda incorporated things from fallout shelter into this game, like how rads effect your health, and how the whole settlement thing is like a big version of fallout shelter but wasteland edition.
about food, you can assign a settler to produce up to 6 units of food, being 6 mutfruit or 12 corn/tato/carrot/ect (since these produce half unit of food, your settler can take care of twice as much plants)
DEFINITELY USE GRAPE MENTATS (+5 Charisma) Reginald’s Suit (+3 CHR) Trilby Hat (+1 CHR) Fashionable Glasses (+1 CHR) Beer or some sort of Alcohol will give you another +1 or 2 CHR…wear and pop all of these then send settlers from other settlements to the settlement your working on Ive had at most 36 settlers with MAX charisma from all outfits and consumables
Workaround for the "not enough bed/resources" glitch. If its placed on a CRAFTED foundation (so like wood floors that you place or prefabs) they will count even when the glitch is in effect. Got this off reddit, tested it myself, placed all my turrets on prefabs and all my beds in a "Barracks" style building that i made, and it all works
Good guide but a couple of things... Do the mission to kill some bandits for the mayor of Bunker Hill, it'll allow you to make a trading spot under resources-misc that makes villagers happier, and makes the wandering traders stop at the village. If they allready visit village randomly it will do both still - I had Carla AND Cricket visiting a village earlier. Villager food production is "6 food per person", not 6 Plants per person as many people think it is. This means 6 mutfruit plants, OR 12 of anything else. If you plan on making lots of glue try to remember to grow lots of different things. The main advantage of mutfruit is that in settlements with limited growing room they let you get a lot more plats into the limited space. Also don't forget to make a villager trade between settlements, not only do they share the workshop components but also food and water which is a great help if you're just starting out a new village and want to assign the first people to arrive to shopkeepers or scrappers, or if your attacked and they take out some food or water production on the way through. Also, most settlements don't loose happiness while your away, its mostly sanctuary and a couple of others derp-out and claim stuff is missing. Its why sanctuary in my games never gets above around 10 people before they stop joining. Also don't forget you can move people around, I sent several ghouls to the slog, and you can make a village have more people in it up to your maximum if its filling up too slowly for you. Cheers!
I got this one purely by accident. All I did was place a Artillery cannon in Graygarden, sent a settler there and assign him too it, then give him a bed. A few hours later, while I was working on my actual settlement, it popped and Graygarden was at 100% happiness. Not sure if it was a glitch or what, but it was a surprise to me
For a Things To Do In Fallout 4, go buy the Big Boy, a unique Fat Man, from Arturo in Diamond City. It'll take caps, crafting materials and level 41 with maxed Science! and Gun Nut perks, but well worth it. Modify the Big Boy to have the Experimental MIRV. Now go play with it.
After hours of messing around, I finally got it to work. 1.) I made sure all 20 people were Settlers (Not followers ex: Piper/Cait) 2.) Made sure all beds were covered (Some of mine were on balconies with no cover and I didn't notice) 3.) Tons of decor! 4.)At least 1 water purifier
Jeremy has replaced ray at this point and I've got to say I'm not too disappointed he actually enjoys working at achievement hunter and actually hunts achievements
I have 24 people in Sanctuary, i have 4 people doing food, and 20 people to a store, i got to 100 from 72 in like an hour. It was not that bad since i just left my game on and played some Tech N9ne, and did a few house chores. thanks for the help man.
Some tips for getting this achievement/trophy is have every settler be unnamed so they obey your commands. Also the less people the better. 6 ppl at the max. assign 1 or 2 people to food assign the rest to level 3 medic centers. Have a good amount of defense and make some beds under a roof. I recommend building at starlight drive in. Good luck.
It's always good to have Pre-War Money on hand at all times, grab as much of that stuff as you can and then grab more. Stuff doesn't way a thing, and it's a fantastic way to get your money back when making big purchases (such as shipments.) Just keep in mind not to have any of it on you when building, it counts as cloth, and can get snuffed out real fast if you aren't paying attention.
You can do it with 1 settler. Build a bar at the truck stop. Assign yiur only settler to it (you need to have only 1 settler in the settlement). Make sure that the workshop has 20 mutfruit or more and have the same amount of purified water. if it has 20 defense or more then all you have to do is wait a few real life hours which you can spend doing side quests. eventually you will get it
My heart cracked just a little when I saw that Jeremy must have removed Shaun's crib since he put a bed in there and nothing else... I'm keeping that on sentimental value alone
Security needs to be higher than the total of water and food combined. So your farms- the places you run that produce a lot of excess food or water- those places will probably need extra security. Having this will not only get rid of the little exclamation point, but will also reduce the likelihood of attacks on that settlement.
I didn't touch Sanctuary until I finished the main story line because I knew it was too big & too complicated to defend. For the entire story line I just holed up in the Red Rocket station. Makes it easier to find your companions in a small place, too, not wandering all over Sanctuary.
Thank you for this! That was one of the last Achievements I needed. I don't think I'll be able to get the last one (Show Off) though, as I've build many of the different stands and equipped stuff to them and still didn't get it.
I did it just a moment ago Starlight drive in (no companions or random people, only settlers) easy to guard and pond in the middle (purifier) Charisma 10 + 2 from suit (can be glasses and hat aswell) Big sale rank 2 perk (tier 3 shops and cheap prices) Local leader rank 2 22 people -> 5 in mutfruits -> 17 in tier 3 shops (4 food&drink, 1 clothing, 8 clinic, 4 trader) 24 food (only do mutfruits) water 62 (can be less probably) power 43 (at happiness 94 added one big generator that added instantly 2 happiness) defence 111 (only machinegun turrets and defence can be less probably) beds 23 So basically you will do this when you are just hunting the trophy so make save and start scrapping everything (I mean everything) in starlight area.. build wall around it (dont know if it matters, probably not) and build settlers house containing lights beds etc. build purifier in middle and build the generators.. start planting mutfruits and assign ppl into them (assign each settler when you have built 6.. repeat 4 times, should leave you with 24-30 food) Seek settlers from your other settlements and move them to starlight (really only pick settlers) start grinding cash for the shops, wait and sell everything you got (ammo is what I used) you can easily strip down yourself with all you have to get the shops (if you have played enough) when you got all set just wait / sleep / walk around and just make sure you got the green arrow up all the time.. oh and last thing, I had my settlement size yellow, thats probably essential when you got the trophy load the backup save continue wandering around the wasteland
+Sadsky check this out, I cant be sure why but every settlement that has quest related NPC s seem not to work properly kinda makes sense tho you want all the settlers be as efficient as possible to get the 100 happiness, so I had exactly 22 people and 5 were harvesting mutfruits and rest shops, and btw you dont state your power? hope that helps
I have found that if you have a few people, enough food, enough defense, enough water etc...your happiness will stay at the 78-80 mark even if you're out and about doing the story or whatever so get everything up as much as you can first with defense, power, water, food and decorations then finish everything else up then come back and make the shops and everything...also since it's still there if this is the last achievement you're going for and you just want it done try the vendor exploit glitch and caps are no problem
You got something wrong, the Mutfruit doesn't make any more food than the other food types. See a settler will produce 6 food of whatever they are assigned to. So 6 mutfruit treees = 12 of anything else. However since Mutfruit grows more per plant and you get group them together easier, the settler AI has an easier time grouping an even 6. The best way I've found to set up your farms is to group 6 mutfruit together, but keep them somewhat far apart and manually assign settlers until they are all working their specific groups of six.
not sure if this has been said but you can use chems to up your charisma, then send a settler over if you are struggling getting enough settlers because of sanctuary or the castle.
fyi on the food, a settler can work up to 6 units of food or 12 .5 food items. tested this on pc in hangman's alley; the mutfruit is just saving on space
a couple of VERY IMPORTANT things you forgot to mention.. 1- you can increase the total amount of settlers in your settlement by wearing gear that has CHR (charisma) boost on it. 2. you left out the fact that you need the CAP COLLECTOR perk at lvl 2 to even purchase a tier 3 shop. Other then that all your info is spot on :) good luck people, cause this trophy is a bitchhhh.
For Sturges, I'm pretty sure you can assign him to stuff just fine (I have him on guard duty now so he'll go to the post occasionally or just hammer away at my house). But after you do a certain mission (The Molecular Level) he can become non-assignable. I don't know if this is a possible glitch or if it's something that happens no matter what. All I know is he's been hammering this one spot on my house for weeks.
If anyone is having trouble with not having enough settlers and are using sanctuary, check if you have mama murphy. If she's there keep giving her drugs until she dies so you get the extra settler slot, I was stuck forever because I was short one and couldn't figure out why but don't kill her by arms just keep getting visions!
You can get this achievement in Red Rocket with just two people. One minding a store and the other raising crops. And decorations don't matter. Water number needs to be equal or higher than your food number. Defence needs to be equal or higher than your food and water combined.
I wish they did a better job with assigning settlers to tasks. The only way (from what I can tell) to know what someone is assigned to, is to have your crosshair on them and then see if any visible objects get a highlight around them. It would be nice if you could press a button and it would show you what they're assigned to or at least just say "clinic" or "mutfruit" next to their name in build mode...
best way to get this achievement, get 6 settlers, un-named, send them to an empty settlement, for me, Red-Rocket, build 6 beds in shelter, 6 mut-fruit plants, 6 top tier med-shops and assign them all, build at least 1 bed or chair for yourself, wait/sleep 48 hours, play some time, then when it goes up, wait till it stops, wait/sleep another 48 hours repeat till 100 happiness it will take a few caps and rank 1 of local leader, but it's cheaper than this vid, and easier, and the settlement doesn't matter, size no matter, like I said, I did it at red rocket, where there was only a few beds, water pumps and defenses taking up the size really (oh yeah, be sure to build defenses and 2 or 3 water pumps, build enough defense so that number is higher than water+food+people)

My favorite place to settle is the starlight drive in. Lott's of flat land for building, plenty of room for crops and a nice little pond for water purifiers.

You can get more than 21 followers, I think the max is around 28 with apparel that increase Charisma, makes this achievement easier.
you dont need that many people. i did it at sunset drive in. i placed 5 of the highest level clinics and manned them. the clinics were important as they give the highest amount of bonus happiness. and 6 mutfruit and had a woman do that (thats just a coincidence, not sexist) so i had 6 people there. you need a very high number of defence (i had 200 plus) and of course the basics like enough beds and water and stuff. the beds need to be under a roof. i absolutely plastered everything in paintings even though those might not be necesary (there is alot of inconsistent theories/opinions about that) i also found out that you need to make sure no noisy stuff is near the settlers including where they sleep and work. and i also read that a pool table and basketball hoop helps. jukeboxes and radios where they work may help too. at least it doesnt hurt. there is a random encounter where a guy sells you a dog. that dog adds bonus happiness too. but he might be very difficult to find. (im almost 300 hours in and never ever met the guy) and apparantly if you fast travel in or out of (maybe both) the settlement, the happiness may glitch. so if you go there walk away a couple hundred feet before you fast travel. and if you fast travel in, do it to a location nearby. and settlers are happy when you are around so stand around there to get a little bit of bonus happiness. it takes a very long time for it to go to maximum happiness, even if you have everything you need to get to max happyness. so be patient and read a book. also traveling away had the happiness shoot up a couple of times for me. so do that too.

I just got this trophy and I can 100% confirm you don't need 20 people for it, I did it in sanctuary with 17 people, 24 food, 32 water, 122 defence and 12 tier 3 shops (mostly clinics). I was stuck on 99 so I added like 10 TVs and paintings and that did the trick.

You can have way more than 21 people. You can also use clothing to boost your Charisma and have even more settlers in your camp. The only person that you can't assign to anything in Sanctuary would be Mama Murphy.
She works defence for me, but I convinced her to quit taking chems. That might help.

Awesome! This worked for me at level 63 at The Castle. I have 22 population, 24 food, 649 water, 23 bed and, 176 defense. I built enough Surgery Centers to add to the other stores that count towards happiness as he has stated here to total 16. Retasked settlers to the Surgery Centers and called everyone with the bell, hung out together for varying time lengths and slept for 24 hours 5 - 7-ish times. Overall real time was 4 - 6 hours to go from 83 happiness to 100 and get the Benevolent Leader achievement. I also "covered" the walls with paintings, flags, and signs. Seriously, a hella lot! Maybe over kill but I didn't want to spend a long time with this.
Bottom line, Hunter's advise worked very well. Thanks dude!
I learned something that might help. it appears Codsworth doesn't have a plant working limit like humans. Humans can work on only 6 plants at a time but Codsworth can work on more. You have to assign him to a plant. Then assign him to another, than another, than another.. so far I have 27 food and I have one farmer and Codsworth (all food is mutfruit)

I think the bell thing helps because they have conversations with each other, and when they all stand at the bell its a big happiness boost from the conversations

Jeremy I recently found a way that you can actually decrease the building cap. It's pretty cool.
Get as many weapons as you want, Drop them on the ground in the settlement then store them using the settlement creator.
When you do this you trick the game into believing that you are removing items from the settlement thus freeing up space.
You do this multiple times and watch the yellow bar decrease. I tried this on Xbox and PS4. It works for both. This let me build more statues, paintings, build up my defenses, and more shops while making my base as big and tall as I want it to be.

I did it in Oberland Station, only need 6 settlers, 7 beds and 5 med clinics. have 6 mut fruit for food about 60 defenses and 6-9 water and just sleep every time your happiness goes up and remember to never leave the settlement.

Iam doing this atm, I have the same stats except of a little higher defence. But it is taking forever to raise! Even If I sleep 3x24 hours nothing chances. Maybe 1+ after 20x24hour sleep. But it is raising! Ive tried it at the castle and Sanctuary for the whole day yesterday and at the castle it stopped at 90 and santuary at 94. I hope it will work at oberland..

Sooo I had the same setup as you described it. I slept everytime or just waited a bit when it got up. I never left the settlement. BUT it now stopped at 85. The warning symbol is at happiness when I check oberland at the pipboy. I have placed many decorations and the size meter is yellow. I have no Idea what I did wrong. I have a little bit higher defence than you around 120.

Are all your beds under some kind of roof? If you built structures like concrete do be aware that using the floor as a roof does not constitute as it being a roof and it will effect happiness.
Once you make sure all beds are actually under what the game defines as a roof, maybe try putting an extra water source or 2 down. Other than that I don't know what you could do, I don't think they've changed how to get happiness up and how I described it is exactly how I ended up getting the achievement.
Edit: Could be that they removed the happiness effect from the medical clinic, you could try replacing all of them with tier 3 bars, but I don't know if those impacted happiness anymore than clinics do.

So I just finished mine with:
12 settlers, 8 clinics(lvl3), 4 farmers. Used Red Rocket Truck Stop(Due to lack of space I built one big wooden premade house on the roof). Used the bell to call them and I'm not sure exactly, but I felt like looking at them one by one(and getting them to look back at me) seemed to speed up the process. I also talked to them(Whats new or whatever) and sold the spare water that accumulated(maybe doing business helped, I don't know). Took me around 3 hours, but thankfully AH has plenty of videos to watch on the side.

Settlers tend to 6 points worth of food (if avalible) meaning either 6 mutfruit plants or 12 non-mutfruit OR any combination.

3 things:
1. Sturges can be assigned. It might be a patch/console issue if he can't be.
2. Charisma from gear also counts. You can get a total of 5 extra charisma. 3 from Reginald's suit, and 2 from the Tilby hat.
3. All food are equal value. 1 settler can be assigned to 6 mutfruit trees, worth 6 food, or to 12 of any other fruit/vegetable, also worth 6 food.
I have sturges picking crops though. Possible glitch? I'm on pc.

natshenkin Grab every tv dinner tray you can m8. And I find a decent amount of aluminum cans in underground areas like bunkers and raider strongholds.
Helpful tips: Max out your settlement (preferably with decorations) before transferring from a level 2 clinic to a level 3 clinic. If you are at 90 happiness, start scrapping level 2 clinics for level 3. The happiness will go up quicker since a level 3 clinic brings in more happiness than a level 2 clinic. I just got this achievement today and I found this method works consistently.

You can both assign Sturges a job AND send him to a different settlement if you don't want him in Sanctuary.
Also if the radio beacon is recruiting people a bit to slow for your liking, you can just send people from other settlements to the location you want them to live and work in.
Random tip to make your settlement more unique: you can get a Beer Making Robot during a quest found in Goodneighbour for one of your settlements and buy a junkyard dog from a random encounter with a man called Gene (The dogs adds defence and possibly increases happiness).

+Lawlliets _ As long as it's not Sanctuary or the Castle. They both have a settler that cannot be assigned to harvest food or run a shop. You can do it anywhere else, it makes no difference whatsoever. I personally did mine in Sanctuary because I put a lot of work into it before I figured out it wasn't the optimal place.
Assigning beds to people can help, also keep an eye on what people are doing, i had a couple of occasions where settlers would randomly stop working so my food went from 24 to 0, and another where people stopped working at the shops so i had to re-assign everyone. You don't need 20 people either, i did it with 16 in Sanctuary

I love that Bethesda incorporated things from fallout shelter into this game, like how rads effect your health, and how the whole settlement thing is like a big version of fallout shelter but wasteland edition.
Achievements are great and all I got word of a settlement that needs our help here I'll mark it on your map.
about food, you can assign a settler to produce up to 6 units of food, being 6 mutfruit or 12 corn/tato/carrot/ect (since these produce half unit of food, your settler can take care of twice as much plants)
DEFINITELY USE GRAPE MENTATS (+5 Charisma) Reginald’s Suit (+3 CHR) Trilby Hat (+1 CHR) Fashionable Glasses (+1 CHR) Beer or some sort of Alcohol will give you another +1 or 2 CHR…wear and pop all of these then send settlers from other settlements to the settlement your working on Ive had at most 36 settlers with MAX charisma from all outfits and consumables

Workaround for the "not enough bed/resources" glitch. If its placed on a CRAFTED foundation (so like wood floors that you place or prefabs) they will count even when the glitch is in effect. Got this off reddit, tested it myself, placed all my turrets on prefabs and all my beds in a "Barracks" style building that i made, and it all works
Good guide but a couple of things...
Do the mission to kill some bandits for the mayor of Bunker Hill, it'll allow you to make a trading spot under resources-misc that makes villagers happier, and makes the wandering traders stop at the village. If they allready visit village randomly it will do both still - I had Carla AND Cricket visiting a village earlier.
Villager food production is "6 food per person", not 6 Plants per person as many people think it is. This means 6 mutfruit plants, OR 12 of anything else. If you plan on making lots of glue try to remember to grow lots of different things. The main advantage of mutfruit is that in settlements with limited growing room they let you get a lot more plats into the limited space. Also don't forget to make a villager trade between settlements, not only do they share the workshop components but also food and water which is a great help if you're just starting out a new village and want to assign the first people to arrive to shopkeepers or scrappers, or if your attacked and they take out some food or water production on the way through.
Also, most settlements don't loose happiness while your away, its mostly sanctuary and a couple of others derp-out and claim stuff is missing. Its why sanctuary in my games never gets above around 10 people before they stop joining. Also don't forget you can move people around, I sent several ghouls to the slog, and you can make a village have more people in it up to your maximum if its filling up too slowly for you.

I got this one purely by accident. All I did was place a Artillery cannon in Graygarden, sent a settler there and assign him too it, then give him a bed. A few hours later, while I was working on my actual settlement, it popped and Graygarden was at 100% happiness. Not sure if it was a glitch or what, but it was a surprise to me
For a Things To Do In Fallout 4, go buy the Big Boy, a unique Fat Man, from Arturo in Diamond City. It'll take caps, crafting materials and level 41 with maxed Science! and Gun Nut perks, but well worth it. Modify the Big Boy to have the Experimental MIRV. Now go play with it.
This really helps it is also my last achievement and my happiness went from 94 to 73 happiness when I was not there

After hours of messing around, I finally got it to work.
1.) I made sure all 20 people were Settlers (Not followers ex: Piper/Cait)
2.) Made sure all beds were covered (Some of mine were on balconies with no cover and I didn't notice)
3.) Tons of decor!
4.)At least 1 water purifier
Jeremy has replaced ray at this point and I've got to say I'm not too disappointed he actually enjoys working at achievement hunter and actually hunts achievements
I have 24 people in Sanctuary, i have 4 people doing food, and 20 people to a store, i got to 100 from 72 in like an hour. It was not that bad since i just left my game on and played some Tech N9ne, and did a few house chores. thanks for the help man.
Some tips for getting this achievement/trophy is have every settler be unnamed so they obey your commands. Also the less people the better. 6 ppl at the max. assign 1 or 2 people to food assign the rest to level 3 medic centers. Have a good amount of defense and make some beds under a roof. I recommend building at starlight drive in. Good luck.
It's always good to have Pre-War Money on hand at all times, grab as much of that stuff as you can and then grab more. Stuff doesn't way a thing, and it's a fantastic way to get your money back when making big purchases (such as shipments.)
Just keep in mind not to have any of it on you when building, it counts as cloth, and can get snuffed out real fast if you aren't paying attention.
You can do it with 1 settler. Build a bar at the truck stop. Assign yiur only settler to it (you need to have only 1 settler in the settlement). Make sure that the workshop has 20 mutfruit or more and have the same amount of purified water. if it has 20 defense or more then all you have to do is wait a few real life hours which you can spend doing side quests. eventually you will get it
Every settler can pick 6 units of food not just 6 plants. So that can be 6 mutfruit or 12 corn for example.
My heart cracked just a little when I saw that Jeremy must have removed Shaun's crib since he put a bed in there and nothing else... I'm keeping that on sentimental value alone
Security needs to be higher than the total of water and food combined. So your farms- the places you run that produce a lot of excess food or water- those places will probably need extra security. Having this will not only get rid of the little exclamation point, but will also reduce the likelihood of attacks on that settlement.
I didn't touch Sanctuary until I finished the main story line because I knew it was too big & too complicated to defend. For the entire story line I just holed up in the Red Rocket station. Makes it easier to find your companions in a small place, too, not wandering all over Sanctuary.
Thank you for this! That was one of the last Achievements I needed. I don't think I'll be able to get the last one (Show Off) though, as I've build many of the different stands and equipped stuff to them and still didn't get it.

Starlight drive in (no companions or random people, only settlers) easy to guard and pond in the middle (purifier)
Charisma 10 + 2 from suit (can be glasses and hat aswell)
Big sale rank 2 perk (tier 3 shops and cheap prices)
Local leader rank 2
22 people -> 5 in mutfruits -> 17 in tier 3 shops (4 food&drink, 1 clothing, 8 clinic, 4 trader)
24 food (only do mutfruits)
water 62 (can be less probably)
power 43 (at happiness 94 added one big generator that added instantly 2 happiness)
defence 111 (only machinegun turrets and defence can be less probably)
beds 23
So basically you will do this when you are just hunting the trophy so make save and start scrapping everything (I mean everything) in starlight area.. build wall around it (dont know if it matters, probably not) and build settlers house containing lights beds etc. build purifier in middle and build the generators.. start planting mutfruits and assign ppl into them (assign each settler when you have built 6.. repeat 4 times, should leave you with 24-30 food)
Seek settlers from your other settlements and move them to starlight (really only pick settlers)
start grinding cash for the shops, wait and sell everything you got (ammo is what I used) you can easily strip down yourself with all you have to get the shops (if you have played enough)
when you got all set just wait / sleep / walk around and just make sure you got the green arrow up all the time..
oh and last thing, I had my settlement size yellow, thats probably essential
when you got the trophy load the backup save continue wandering around the wasteland
+Sadsky check this out, I cant be sure why but every settlement that has quest related NPC s seem not to work properly kinda makes sense tho you want all the settlers be as efficient as possible to get the 100 happiness, so I had exactly 22 people and 5 were harvesting mutfruits and rest shops, and btw you dont state your power?

I got this achievement fairly early in in honesty, hadn't even done the main quest in diamond city yet when I got it.
I have found that if you have a few people, enough food, enough defense, enough water etc...your happiness will stay at the 78-80 mark even if you're out and about doing the story or whatever so get everything up as much as you can first with defense, power, water, food and decorations then finish everything else up then come back and make the shops and everything...also since it's still there if this is the last achievement you're going for and you just want it done try the vendor exploit glitch and caps are no problem
You got something wrong, the Mutfruit doesn't make any more food than the other food types. See a settler will produce 6 food of whatever they are assigned to. So 6 mutfruit treees = 12 of anything else. However since Mutfruit grows more per plant and you get group them together easier, the settler AI has an easier time grouping an even 6. The best way I've found to set up your farms is to group 6 mutfruit together, but keep them somewhat far apart and manually assign settlers until they are all working their specific groups of six.
not sure if this has been said but you can use chems to up your charisma, then send a settler over if you are struggling getting enough settlers because of sanctuary or the castle.
I have got up to 26 settlers in one place before.
fyi on the food, a settler can work up to 6 units of food or 12 .5 food items. tested this on pc in hangman's alley; the mutfruit is just saving on space
I earned this achievement early in the game, but that's probably because I love the settlement system so much
I just got it to finish up all of the achievements! Yey!
a couple of VERY IMPORTANT things you forgot to mention.. 1- you can increase the total amount of settlers in your settlement by wearing gear that has CHR (charisma) boost on it. 2. you left out the fact that you need the CAP COLLECTOR perk at lvl 2 to even purchase a tier 3 shop. Other then that all your info is spot on :) good luck people, cause this trophy is a bitchhhh.
For Sturges, I'm pretty sure you can assign him to stuff just fine (I have him on guard duty now so he'll go to the post occasionally or just hammer away at my house). But after you do a certain mission (The Molecular Level) he can become non-assignable. I don't know if this is a possible glitch or if it's something that happens no matter what.
All I know is he's been hammering this one spot on my house for weeks.
I also build alot of Weight benches and Pommel Horses. One for each member of the settlement.

God thank you. This achievement is such a pain in the ass.
If anyone is having trouble with not having enough settlers and are using sanctuary, check if you have mama murphy. If she's there keep giving her drugs until she dies so you get the extra settler slot, I was stuck forever because I was short one and couldn't figure out why but don't kill her by arms just keep getting visions!

You can get this achievement in Red Rocket with just two people. One minding a store and the other raising crops. And decorations don't matter. Water number needs to be equal or higher than your food number. Defence needs to be equal or higher than your food and water combined.
Im pretty sure that you can assign and move sturges because I moved him to the castle, and assigned him to harvest crops.
I wish they did a better job with assigning settlers to tasks. The only way (from what I can tell) to know what someone is assigned to, is to have your crosshair on them and then see if any visible objects get a highlight around them. It would be nice if you could press a button and it would show you what they're assigned to or at least just say "clinic" or "mutfruit" next to their name in build mode...
best way to get this achievement, get 6 settlers, un-named, send them to an empty settlement, for me, Red-Rocket, build 6 beds in shelter, 6 mut-fruit plants, 6 top tier med-shops and assign them all, build at least 1 bed or chair for yourself, wait/sleep 48 hours, play some time, then when it goes up, wait till it stops, wait/sleep another 48 hours repeat till 100 happiness it will take a few caps and rank 1 of local leader, but it's cheaper than this vid, and easier, and the settlement doesn't matter, size no matter, like I said, I did it at red rocket, where there was only a few beds, water pumps and defenses taking up the size really (oh yeah, be sure to build defenses and 2 or 3 water pumps, build enough defense so that number is higher than water+food+people)

The size bar doesn't need to be yellow to unlock the achievement/trophy. It works fine if it's still green.
