It's almost strange to hear Brian so mentally lucid here, as sad as that is to say. It's great to hear, regardless of whether he's just talking about smog or something else seemingly irrelevant to his career.
Can someone make out what exactly is said by the taxi cabber in 6:00? I hear "You got four miles just to get out of American ---". What's the last word? I'm planning on using this dialog on my smile mix

Supposedly. His contemporaries say as much. I personally think he just wanted the veggie fight and talking horns segments for SMiLE proper, then let the group improvise a lot of the chants and ice cream man and other weird stuff in the middle.
Its a bootleg thats been around for many years. Some shortened versions of a few tracks are also included on the SMiLE Boxset. Unfortunately it's often overlooked, or dismissed as "just Brian and his friends stoned and goofing off."
theSuperMetroid this is just great. Thank you! I saw another bootleg session of Brian's dogs barking for the end of Caroline No it was a good 30 minutes of dialogue and Brian playing the organ in Western Studio 3. Could you find that on the same site where you found this? That would be awesome!
