@@curio60 My reasoning would be the 10th Amendment. IMO, all congressional business should be restricted to specifically what laid out in the Bill of Rights, and not one syllable more. (That means axing many many federal agencies and programs) If not specifically the spelled out in the Constitution, Capitol Hill has no authority… and it should be left to the states. That being the case… Congress should only need to be in session a short amount of time each year.
(And “promote the general welfare” is not license to do whatever it wants to shoehorn into existence. That one phrase keeps our constitution from being a perfect document.)
