That's the point. Hur was a Trump appointee who sniped at Biden. I'd have liked to hear Schiff enumerate the ways that Trump broke the documentation laws compared to the actions of Biden. Biden said he didn't know his VP staff put those documents in his home and the Penn Biden Center. He didn't clarify how docs from his senate days got there.
Hur recommended no charges, the DOJ under Merrick Garland had the final say if charges against Biden could be laid, and if the WH did not have any influence on Garlands decision, Biden could have been charged inspite of Hurs recommendation.
There's a big difference between Biden's attorneys discovering classified documents and reporting it to the National Archives, and the Archives requesting documents from Trump then having to seeking every legal maneuver possible up to and including an FBI raid to obtain them. Anyone who can't see that is being willfully obtuse.
