honestly, saito should be in #1, kenshin has a combination of interesting traits but we already have amakusa and mad doctor klay as competition, instead, saito has something special that no other rusher doesn't, an absurdly high piercing range and the 100% pierce aku shields
Doctor klay is good but kensin is better in some regards as he's able to hit enimes outside his traits and is decent as a genrelist, also you don't need to spend cat fruits and np to get to that level. However I do still believe saito is better but I don't think it's much of a gap between them

Don’t get me wrong, Kenshin is a good uber, has 15000 dps against aku and traitless, nice combination and good DPS. However, Kenshin is easily replaceable by ultra talented Anubis, who has similar range, similar DPS, similar KBs, same surge immunities, except Anubis’s DPS targets ALL traits, has far more immunities (Slow KB Wave), not to mention Anubis has 70% shield breakers. Saito, on the other hand, has 200 standing ranges as a rusher, 200 pieceing range is insane, along with 100% shield pieceing and 15000 dps against Aku/ 20000 dps against red. It’s truly one of its kind and being the first aku suicidal unit, it’s simply invaluable. So in my opinion, Kenshin is good, Saito is exceptional.
Okay, I saw you point why you put Kenshin in #1 instead of saito, but I would like to argue otherwise. A easy way to compare is to the unit with its kind and decide if it’s easily replaceable. Saito has one of the highest standing range(200)comparing to other rushers like yukimura, blanka etc. It also has the highest omistrike piecing range(200) among all rusher. Yes, his damage is less comparing to other rushers, but that’s because he targets 2 traits (red and aku). In that regard, he dominates aku. It’s also interesting that you like Kenshin because he has surge immune, but you forgot that Saito has 100% shield pieces, which is much more important than surge immune imo. Aku is notorious for its shield ability, being able to tank tons of damage and immune to abilities. Without shields, aku enemies are nothing but cooked meat. Surge immune does increase a unit’s survival ability against some aku enemies, but that’s it.
I think that it’s also important to consider that different people may rank Ubers in different criteria. Like a battlecats RUclipsr like xskulls&dr skulls often ranks Ubers considering that you likely have every other one. It is a very late late endgame oriented ranking. Saito is very unique, but surge immune and both anti traitless and aku nuking can give a late game player everything they don’t have in one package. I personally consider saito to be better because of what I already have, but I can respect this ranking. Of course, ranking Ubers assuming you have every other one is the most objective ranking, but it’s not very pragmatic for the average player just hopping on RUclips.

However, Kenshin is easily replaceable by ultra talented Anubis, which has similar DPS, similar range, same KBs, but targets ALL traits, much more immunities, cheaper and 70% shield piecing per hit. Saito, however, is the Uber that so far I couldn’t find a replacement for. Having 200 standing range and 200 omistrike is insane, it can destroy aku shields like nothing. It is truly the first aku/red target suicidal unit of its own kind. That’s I don’t agree with his ranking.

He is a better version of blanka as he got better standing range (200) and ridiculous piecing range(200), which is one of a kind.
probably the most satisfying thing in this game is seeing a stack of Aku enemies get completely annihilated by Saito.
