In some countries it actually is. It may not be the case in Russia but unless you know how their laws work I wouldn't be too quick to laugh it off. For instance you get in trouble for it in India. That includes having a cam on your motorbike helmet, which is ridiculous.

Even though I don't live in Russia and don't care, a quick half a minute google search says that you're a dumbass and filming is completely allowed, unless in very specific places, government buildings, border areas etc.

I don't know if the traffic code in Russia have similar articles. But over here there are some regarding curbs. So you (should) know, that if there's a curb, the area behind is not part of the roadway. This means by implication, there have to be a sign giving you right of driving access. As the shared bicycle pedestrian path. No sign, no go for vehicles.
