We never hired one ourselves but every time we walked past one that was what they’d yell out! I’m sure there’s some negotiation involved in terms of where you want to go in that hour (eg I would presume 60 baht would be staying within the old town and maybe a set number of stops), but that’s definitely the starting point!

Do tuk tuks try to scam there or will most offer 1 hour tour for 60 bhat as you mentioned
