If you mean same EPS as Hex then no it will be slower, but I think there's an argument to use astonish as the damage then have icy wind and mystical fire as both lower energy debuff coverage moves and ditch off shadow ball given how long it will take to reach. Especially shadow drifblim I reckon astonish damage plus double debuff moves could work

Last season pvpoke considered 42 ultra league pokemon as "meta", this season with the changes it only considers 30 pokemon as "meta" in the "multi" option of "battle" section

Depends on what coverage you’re looking for. The individual matchups actually change quite a bit depending on which one you use so I’d suggest taking a peek through pvpokes matrix battles.
Does a skuntank/giratina/poliwrath team still work in this meta. I know skuntank got a buff, but the other 2 fell down in rankings so I want to see if I should resort to something else. The new meta is hard to build around without xls.

Check pvpoke. Insert both of them and compare with UL meta. You'll see what version wins with which Pokémon and decide what to do.
Give Florges a coverage move and it will dominate all the leagues.
